It argues that Government must devolve substantial spending and revenue-raising powers to our biggest city-regions, starting with Greater Manchester and Birmingham. The report feeds into the Lyons Inquiry, Local Government White Paper and Comprehensive Spending Review.

City Leadership concludes that Britain’s current level of centralisation is holding cities back, with consequences for the national economy as a whole and identifies greater financial autonomy as a top priority, especially for our biggest city-regions.
