The good, the bad and the ugly: Housing demand 2025
As the first step in a programme of work designed to provide a fundamental review of housing policy in England, IPPR has developed a model to project future demand for housing.
Developing a picture of likely future growth in household numbers will underpin the formulation of housing policy. This report provides projections of housing demand in 2025. Not only does it project the overall volume of housing demand in England and its regions, it also looks at how demand might be distributed across different tenures under different economic scenarios: a good economic scenario, a bad scenario, and a worst-case ‘ugly’ scenario.
We find that demand could outstrip supply by 750,000 by 2025, equivalent to the combined current housing demand of Birmingham, Liverpool and Newcastle.
