High-level symposium on civilian roles in peacekeeping operations
17 May 06 - 17 May 06This high-level symposium was organised in collaboration with Friedrich Ebert Stiftung (FES) to facilitate a debate on civilian roles in peacekeeping operations. In order to bring a wide range of international perspectives to the table, representatives of UK and other European governments, the European Union, think tanks, academia, international organisations and the media were invited.
Both organising institutions are working in various contexts on the topics and issues raised in the symposium. FES has been working for several years on the issue of a European Foreign and Security Policy as well as on problems of international peace missions. ippr has also conducted extensive research on the issue of ‘humanitarian interventions’ and is currently undertaking a major research project on how to operationalise the principles of a ‘Responsibility to Protect’ in the international system. A particular focus will be on the responsibility to react – examining ways to strengthen the international community’s peace and security capability. The symposium was therefore designed to help clarify the potential role that civilians can play in peacekeeping operations.
