Joe Hallgarten

Associate Fellow

Joe Hallgarten is an innovative educator, policy analyst and programme leader, with over 15 years' experience of policy and practice in the education and cultural sectors:

Five years teaching and learning in primary schools in Manchester and London
Five years thinking and writing as head of the education team and Associate Director at ippr
Five years designing and implementing as Learning Director for Creative Partnerships and leading the national Find Your Talent programme
One year advising and consulting at the DfES Strategy and Innovation Unit, and the Prime Minister’s Strategy Unit

Joe is currently the 2009-10 Fellow in Cultural Policy on the Clore Leadership programme, carrying out research on whether policymaking can be improved through a systematic engagement with the arts. In April 2010, he returns to his post as Director of Cultural Programmes for Creativity, Culture and Education (CCE).
