Joe Hallgarten
Associate Fellow
Joe Hallgarten is an innovative educator, policy analyst and programme leader, with over 15 years' experience of policy and practice in the education and cultural sectors:
- Five years teaching and learning in primary schools in Manchester and London
- Five years thinking and writing as head of the education team and Associate Director at ippr
- Five years designing and implementing as Learning Director for Creative Partnerships and leading the national Find Your Talent programme
- One year advising and consulting at the DfES Strategy and Innovation Unit, and the Prime Minister’s Strategy Unit
Joe is currently the 2009-10 Fellow in Cultural Policy on the Clore Leadership programme, carrying out research on whether policymaking can be improved through a systematic engagement with the arts. In April 2010, he returns to his post as Director of Cultural Programmes for Creativity, Culture and Education (CCE).
