Jill Rutter
Associate Fellow
Jill Rutter was a senior research fellow in Migration at IPPR until 2009, during which time she undertook work on migrant integration, public service responses to migration, public attitudes, and changing immigration and emigration flows in Europe. She has published extensively on all aspects of migration in the UK and abroad with well over 80 books, chapters, and papers on this subject. Her publications include Refugee Children in the UK (Open University Press, 2006), From Refugee to Citizen (Refugee Support, 2007) and Social Housing Allocations and Immigrant Communities (Equalities and Human Rights Commission, 2008) and Moving up together (IPPR, 2008).
Prior to joining IPPR, Jill was senior lecturer in education at London Metropolitan University. From 1989–2001 she was a policy advisor at the Refugee Council, London. She has also worked as a secondary school teacher and on development projects in India. In late 2010, Jill joined Daycare Trust, the national early years and childcare charity, as its research manager. Here she has led a major study on informal childcare and is presently researching capital spending in early years.
Jill is also a trustee of the Migration Museum, a project that grew out of IPPR research, and aims to build the a museum telling the story of migration into and from the UK.
