Clare has commented on public policy issues for a range of national and local media including BBC News, Sky News, Channel Four News and BBC Radio Four. She has also written for the Guardian, Independent, New Statesman and Total Politics magazine, among other specialist publications.

Prior to joining IPPR, Clare was a policy and media manager at Addaction, the national substance misuse agency, and worked in communications for several international NGOs. Clare has an MA(Hons) degree from the University of Edinburgh.
