Phil is an experienced media performer with appearances on BBC TV and local radio. He has written for publications including the Health Service Journal and Inside Housing. He regularly speaks at conferences in the UK and elsewhere in Europe on issues including equality and public service reform.
Prior to joining IPPR in December 2009, Phil McCarvill was Head of Public Sector Duties at the Equality and Human Rights Commission (EHRC). He was formerly of Head of Public Service Delivery at the Commission for Racial Equality and has worked extensively in local government and the NHS. He holds a PhD in Ethnic Relations from the University of Warwick.
