Bill joined IPPR North from the University in Liverpool in the winter of 2012, having done BA in Politics, a Research MA on European Policy and Politics, and a PhD on the effectiveness of active labour market programmes in the UK. He spent three years lecturing at two universities on a variety of subjects, including British, American, and European politics, public policy, the welfare state, and international relations. Before this he spent several years as a local councillor.
