Jimmy leads our work in the fields of energy, transport and climate change.
Jimmy joined IPPR in 2013. His work has focused on the public sector, electricity markets and regulation, energy efficiency and fuel poverty, and affordable policies for decarbonisation. He holds a PhD in energy from the University of Exeter, where his research looked at the policy framework for renewable energy in the UK.
He comments regularly on public policy issues in the media. Coverage includes BBC Radio 4, the Economist, the Guardian, and the Financial Times. He has presented his research to policymakers in No.10, the Treasury, and the Department of Energy and Climate Change, and to many events and conferences.
