Luke leads IPPR's work on the UK's regional economies and developing an industrial strategy for the North.
Luke joined IPPR North in March 2013, having previously worked as an economic analyst for New Economy, part of the Greater Manchester Combined Authority. Prior to that, he studied politics, philosophy and economics at the University of Manchester. Luke's research has focused on spatial economics and decentralisation. as well as skills, employment, welfare and the living wage. Luke is also a councillor on Manchester City Council.
