Rav Athwal is an associate fellow at IPPR.

Rav was special adviser for economic policy to the prime minister from July 2024 to June 2025. He advised Keir Starmer in opposition as director of policy at the Labour Party, and was author of the party's 2024 election manifesto. Prior to that he was a civil servant at HM Treasury, where he was head of growth strategy, and at the Department for Education where he was part of the secretary of state’s delivery unit. Alongside his role at IPPR, he is a specialist partner at Flint Global.

Rav will help advance IPPR's economic growth programme and will support our work on the Decade of National Renewal.
