Phoebe is Deputy Director of the Institute for Public Policy Research (IPPR). She has strategic oversight across the institute's programme of work.
She is a recognised expert on a range of issues, including immigration policy and communities. She has led a number of major programmes at IPPR and is the author of key publications, including The integration compact and an Immigration Strategy for the UK. She is has appeared on the Today programme, ITV News, BBC News and Sky News, and written for a range of publications, including the Telegraph, HuffPost UK, OpenDemocracy and Metro.
Before joining IPPR as Associate Director for Migration and Integration, Phoebe worked at a grant making foundation and in a number of leading progressive think tanks. She was recently seconded to the Ministry for Housing Communities and Local Goverment, and is on the board of an award-winning migrant rights charity, IMiX.
Phoebe has an MA in Latin American politics and society, a BA from Oxford University and is Visiting Research Fellow at the Centre for Trust Peace and Social Relations at Coventry University. She is bilingual in Spanish.
