Biography

Rachel is the associate director for work and the welfare state at IPPR, where she leads the institute’s research across employment, health and care, education, and social security.

Rachel previously worked as a senior research fellow at IPPR Scotland, where she developed the institute’s work rethinking social security, work, and public services.  

Rachel has appeared on UK and national broadcast media, including BBC News, LBC, and Radio 5Live. Rachel is also an editor of IPPR's journal of politics and ideas: Progressive Review.

She holds a BA in history from the University of York and an MSc in comparative public policy from the University of Edinburgh.

Her areas of expertise include:

  • social security
  • labour markets 
  • technological change and the future of work
  • devolution.
