Diego Rubio
Diego is the Chief of the Staff to the President of the Government of Spain.
Diego holds a degree in History from the Autonomous University of Barcelona, graduating with the best academic record in the country, for which he received the National Academic Excellence Award. He completed his education with a master’s degree at the École Normale Supérieure de Lettres et Sciences Humaines in France and a PhD at the University of Oxford. He also studied for one year as an undergraduate at the Sorbonne in Paris and was a visiting fellow at Columbia University in New York.
Between 2015 and 2017, he was a stipendiary lecturer and junior research fellow at the University of Oxford. Between 2017 and 2019, he was a professor at the IE School of Politics, Economics and Global Affairs, where he also created and directed the Center for the Governance of Change. During that period he also advised several international organizations, such as the United Nations, the European Commission, and the Ibero-American General Secretariat.
Between 2020 and 2023, he served as Director of the National Office of Foresight and Strategy of the Government of Spain. And between 2023 and 2024, he served as Secretary General for Public Policy, European Affairs and Strategic Foresight, with the mandate to coordinate policy design across ministries, project the country’s future vision, and manage Spain’s relations with the European Union and European governments.
Since 2024, he has been the Chief of the Staff to the President of the Government of Spain.
