Emma Norris

Director of policy and politics

Emma joined IPPR as director of policy and politics in August 2025.

Emma is an experienced senior leader in policy and influencing, with deep expertise in Westminster and Whitehall. Her work spans state reform, public services, policy development and delivery. She is a recognised authority on public inquiries and state failure/

She was previously Deputy CEO at the Institute for Government, where she played a key role in establishing it as one the country’s foremost think tanks. Emma has previously held roles at the RSA, IPPR and has been a Visiting Fellow at the Institute for Policy Analysis in Rwanda. She is a former President of the Oxford University Student Union.

Emma also serves as Chair of Young Women’s Trust, as an expert adviser to the NHS Productivity Commission, and is a Fellow of the Royal Society of Arts (RSA).
