Jon Garvie is an associate fellow at IPPR.

Jon was chief of staff to Rt. Hon. David Lammy MP during his period as foreign secretary from July 2024 - September 2025. Immediately prior to this, Jon was director of geopolitics at Labour Together, from where he led Labour's foreign policy preparation for government programme. Before that, he was director of international policy at Global Counsel, where he established a geopolitical advisory practice.

In his earlier career, Jon spent 15 years in the civil service across the Northern Ireland Office, Cabinet Office and FCDO. His roles included director EU and trade, in the Economic and Domestic Secretariat (CO), where his team led the final UK - EU TCA negotiations, director for Covid strategy and director of the prime minister's Implementation Unit. He worked on a range of EU and international economic issues in the FCDO, including as head of the Eurozone crisis team, head of the political team in the British Embassy in Madrid and in the policy planners / strategy unit.

At IPPR, Jon will be working on questions relating to UK foreign and security policy and the energy transition.
