Muneera Lula is an experienced senior special adviser, campaigns consultant and former civil servant.
She began her career on the civil service fast stream, moving into Labour politics with a role in deputy leader Angela Rayner's office. She then went on to become one of Keir Starmer's longest-serving advisers in opposition and government. She was head of domestic policy for the Labour party in the crucial years leading up to the 2024 general election, and played a key role in shaping Labour's manifesto. Following Labour's 2024 election victory she served as a senior special adviser in the No 10 Policy Unit, departing in late 2025.
She now works on various policy and political influence projects for clients in the private and charitable sectors including the Obesity Health Alliance, Smart Phone Free Childhood and the World Wildlife Fund.
