Rose Grayston

Rose is a housing policy expert and campaigns strategist with 15 years’ experience driving reform across England’s broken housing and housebuilding systems. Most recently, she served as expert adviser to Matthew Pennycook, minister of state for housing and planning until October 2025. Her previous roles include policy manager at Shelter, senior programme manager at the New Economics Foundation, and interim chair of Generation Rent. Rose has led successful national, regional and local campaigns to secure greater investment in council housing, tighten planning rules to deliver more social homes, and build political, public and media momentum behind reshaping England’s land and housing markets.
Rose works with IPPR’s energy, climate, housing and infrastructure team to develop new ways of creating genuinely affordable homes in sustainable, well-designed communities.
