Sarah Mulley
Associate FellowSarah is a consultant working with a range of think tanks, funders and civil society organisations. She was director of policy and politics at IPPR until August 2025, working across research and policy teams to ensure that our work had impact and ledto changes in policy and practice. Sarah has a particular interest in migration and social policy.
She was previously executive director for communities and skills at the Greater London Authority, a brief that included social policy, health, young people, civil society and adult education. Before that, Sarah was an associate director at IPPR, and led work on migration, communities, employment and family policy. She has also been a civil servant in central government, and worked in policy roles for international development NGOs.
