This report begins to explore the social justice issues raised by the effects of crime. The authors review some of what is already known about the impact of crime on different groups, offering some new quantitative findings as to its impacts and suggesting further avenues of research.

The report concludes by highlighting some steps the Government could take to improve understanding of the distribution of crime-related harm and diminish the role that crime plays in creating and perpetuating the most offensive forms of social injustice.
