European Emissions Trading at the Crossroads: Developing proposals for phase III and beyond

This discussion paper aims to initiate debate on issues surrounding the European Emissions Trading scheme (EU ETS). These include:
- whether transport should be included in the scheme
- the relationship between the EU ETS and international emissions trading
- further harmonisation of cap- and National Allocation Plan (NAP)-setting processes.
This paper will be shared at seminars in London and Brussels during mid-2006. A more detailed final report, feeding into the European Commission's review, will be published at the end of the year.
