Facilitation paper to launch the work of the International Cimate Change Taskforce, prepared by the Australia Institute.
The objective of the International Climate Change Taskforce is to develop a set of recommendations to governments on how best to consolidate and build on the gains made through the Kyoto Protocol.
The aim of this paper is to facilitate discussion at the first meeting of the Taskforce in March 2004, after which a longer, more focussed paper will be prepared reflecting the early deliberations of the Taskforce.
This paper provides a brief overview of the issues involved and outlines the main options being discussed internationally to build a more effective climate policy regime.
