A massively strengthened international effort is required to tackle 'failing' states. The authors propose a new global agenda to address 'failing' states and call on the governments of developed nations and international organisations to:
- tighten controls over weapons transfers
- toughen international controls over money laundering and corruption
- strengthen the regulation of international companies.
