The third publication from the Motoring Towards Sustainability programme examines how the government should start to develop for introudcing congestion charging on a wider basis.
Road vehicles currently account for 22 per cent of all UK carbon dioxide emissions, the main greenhouse gas responsible for the human contribution to climate change. Although increased fuel efficiency has offset the increase in traffic, it is unlikely that it will keep pace with this growth. This report examines how the government should start to develop for introudcing congestion charging on a wider basis.
