Stephen Frost
Principal research fellow and co-head of participative researchStephen is a principal research fellow and co-head of participative research at IPPR.
He leads IPPR’s research on transport decarbonisation and the design of a fairer transport system. His research interests include transport decarbonisation pathways, transport inequality, a just transition for transport, public opinion of transport policy, active travel, public transport and community-based responses to shaping the future of transport and design of streets.
As co-head of participative research, with Becca Massey-Chase, he supports IPPR’s use of participatory methods in co-creating policy solutions. Becca and Stephen were formerly co-deputy head of the Environmental Justice Commission, leading the commission’s citizens’ juries across the UK.
Before joining IPPR, Stephen was the head of the research and monitoring unit at walking and cycling charity Sustrans, and led the development of the organisation’s theory of change and strategy for achieving ‘liveable cities and towns for everyone’.
Stephen has also worked as the voluntary sector and community development lead within a local authority and for a range of social enterprises and charities focussed on social action and increasing public participation in decision making.
Stephen's normal working days are Monday, Wednesday, Thursday and Friday. He is a job share with Becca Massey-Chase who is currently on leave.
